Project Manager – Port Rail Connectivity (Civil Infrastructure) for Africa

Key Responsibilities

  • Port-Rail Interface Execution: Oversee civil works within highly congested port zones, including container yard rail lines, specialized bulk-loading loops, automated intermodal yards, and dockside tracks.
  • Corridor Civil Engineering: Lead the construction of large-scale civil structures necessary to cross complex maritime terrain, including deep soft-soil ground improvement, rail bridges, overpasses, and coastal drainage networks.
  • Mainline Tie-In & Interlocking: Coordinate the critical engineering, signaling, and physical track connection points where the port line interfaces with the national rail network.
  • EPC Contractor Management: Direct Engineering, Procurement, and Construction (EPC) contractors, tracking earthworks volumes, concrete structures, track laying, and ballasting progress.
  • Regulatory & Port Authority Liaison: Navigate joint approvals across national railway boards, port authorities, customs agencies, and environmental boards for waterfront construction.
  • Commercial & Schedule Control: Deliver infrastructure within strict maritime commercial timelines to prevent port congestion, managing multi-million dollar port CAPEX budgets.
  • As-Built Handover: Lead structural safety certifications, dynamic trial train runs, and technical asset handover to both the port operator and the railway authority.

Required Technical Skills

  • Maritime & Heavy-Haul Engineering: Practical knowledge of heavy axle-load track beds, rail geometries for high-tonnage freight, and civil construction in saline/coastal environments.
  • Intermodal Logistics Flows: Deep understanding of rail yard configurations, shunting logic, in-motion weighbridges, and reach-stacker or rail-mounted gantry crane (RMG) clearance zones.
  • Linear Project Management: Expert scheduling using Primavera P6 or TILOS to manage long-distance linear alignment developments alongside active port operations.
  • Contract Administration: Mastery of FIDIC (Silver/Yellow Book) or equivalent international EPC infrastructure frameworks.

Qualifications & Experience

  • Education: Bachelor’s degree in Civil Engineering, Maritime Engineering, or Project Management.
  • Experience: 8–12 years in rail infrastructure construction, with a direct, proven track record of delivering port connectivity rail lines or major intermodal terminal yards.
  • Certifications: Project Management Professional (PMP) or Chartered/Professional Engineer status (CEng, PE) is highly preferred.

  • Contractor Supervision: Act as the client’s on-site technical representative to monitor, audit, and direct the EPC contractor’s track-linking, ballasting, and tamping workflows.

  • Site Survey Analysis: Ability to accurately interpret total-station survey metrics, track-recording car data, and electronic gauge logs.
  • Software Competency: Practical familiarity with AutoCAD, MicroStation, or OpenRail to read, overlay, and audit multi-layered railway alignment designs.
  • Language Fluency: Professional working proficiency in French is highly advantageous for coordinating with local workers and port/rail authorities, alongside English for reporting

  • Education: Bachelor’s Degree or Diploma in Civil Engineering or a closely related engineering field.

Key Responsibilities 

  • Conduct detailed and periodic inspections of railway tracks, turnouts, crossings, and allied infrastructure to identify defects such as misalignment, uneven levels, gauge variation, and wear and tear, ensuring track safety and operational reliability.
  • Plan, schedule, and supervise routine and preventive maintenance activities including tamping, rail replacement, sleeper renewal, ballast cleaning, and track realignment to maintain prescribed track geometry standards.
  • Monitor and ensure compliance with established railway standards and specifications related to track geometry (alignment, gauge, cross level, and longitudinal level), taking corrective actions wherever deviations are observed.
  • Coordinate closely with contractors, supervisors, and on-site workforce to ensure timely and efficient execution of track works, while maintaining quality and safety standards.
  • Oversee track laying, welding (thermit/flash butt), and installation of track components, ensuring all activities are carried out as per approved procedures and engineering guidelines.
  • Identify potential risks, defects, or unsafe conditions on the track and initiate immediate corrective and preventive measures to avoid operational disruptions or accidents.
  • Maintain accurate records of inspections, maintenance activities, and material consumption, and prepare detailed technical reports for management review and compliance purposes.

  • Monitor the availability, condition, and utilization of track materials, tools, and machinery, coordinating with stores and procurement teams for timely replenishment.
  • Assist in the planning and execution of new track construction, track renewals, and infrastructure upgrade projects, ensuring alignment with project timelines and technical specifications.
  • Analyze recurring track issues and recommend long-term engineering solutions to improve track performance, durability, and cost efficiency.
  • Support emergency maintenance and restoration activities in case of track failures, derailments, or other incidents to ensure minimal disruption to train operations.

Required Skill & Competencies 

  • Strong knowledge of railway track structure and components
